Montenegro’s Top Court Rejects Do Kwon’s Appeal on Extradition, Likely To Go U.S.
Montenegro’s Constitutional Court has dismissed Terraform Labs co-founder Do Kwon’s appeal against the extradition ruling. The ruling solidifies the power of the country’s attorney general to decide Kwon’s fate – whether he will be extradited to South Korea or the United States to face charges.
Montenegrin court rejects Dokwon’s appeal
The Constitutional Court unanimously ruled to dismiss Quan’s appeal, which challenged the legality of a previous decision by Montenegro’s Supreme Court. The ruling invalidated his transfer to South Korea and left the decision on extradition to the Justice Minister.
Quan’s legal team argued the process was procedurally unfair, but the Constitutional Court found it did not violate his rights to a fair trial or family life.

Last year, he was arrested in Montenegro for using a fake passport. In August, the Supreme Court of Montenegro postponed previous decision Extradite Kwon to South Korea. This follows a lower court ruling rejecting the U.S. extradition request in favor of South Korea.
However, the Supreme Court later announced that it was delaying Kwon’s extradition to South Korea until prosecutors resolved the legal requests.
The delay adds further uncertainty to the case as both countries continue to pursue his alleged crimes.
